                      hen Dr. William Samoei Ruto launched his UDA Party Manifesto on June 30, 2022
                      seeking  to  be the  President  of  Kenya,  the Manifesto covered  15 sectors  of  the
         Weconomy. Healthcare was among the top five sectors he identified his government
         was to focus on if he won the presidency.


         With Dr. Ruto now firmly in charge of the country’s political, economic and social destiny as Head
         of State and considering that a good healthcare system is something that all countries struggle

         to achieve, his Health Manifesto is therefore the blueprint to guide the Health Reforms in the
         country under the Kenya Kwanza administration.


         The whole Manifesto is published elsewhere in this Directory but the following are the highlights
         of that Manifesto:
           •  The new administration is concerned that 36% of Kenyans are at the risk of being impoverished
             by the financial burden of catastrophic illnesses and that over 27% of Health financing is
             borne by the out-of-pocket of Kenyans which translates to Shs. 150billion of the National
             Health Budget of Shs. 550billion.

           •  The concern that inspite of all the resources and attention going into the NHIF, the fund
             still falls far short of being a Social Health Insurance Scheme.  The Manifesto further notes
             that NHIF suffers from a problem it describes as Adverse Selection Insurance System which

             requires quick addressing.  The Ruto administration is also poised to put in place Progressive
             Contribution System at NHIF to address general weaknesses at the Fund.   As an insurance
